According to 101 Interesting Facts About Canada, Ottawa is the 2nd Coldest Capital City in the World. That has apparently changed since this list originally came out. Ottawa is now considered the 7th coldest or maybe the 5th . . .
"Ottawa, Canada’s capital city, is the seventh coldest capital city in the world. The city experiences a humid continental climate. The average minimum temperature in January is −14.8 °C. Snow and ice are dominant during the winter season. Summers are humid and warm." https://www.worldatlas.com/articles/the-coldest-capital-cities-in-the-world.html
"In addition to being its capital, Ottawa is the fourth largest city in Canada, most educated, and has the highest standard of living in Canada. It is in southern Ontario on the Ottawa River. Winters are snowy and cold, with an average January minimum temperature of -14.4°C (6.1°F), while summers are warm and humid, with an average July maximum temperature of 26.6°C (80°F)." https://www.thoughtco.com/coldest-capital-cities-1435314
"WE’RE not sure if the locals here are envious or relieved, but it’s not so long ago that Ottawa was the second-coldest capital around. As you can see, it has slipped down the pecking order, thanks in part to the break-up of the Soviet Union and all these “new” capitals sprouting up. Be warned, however a few years back, it knocked the others into touch by reaching -58, so it hasn’t thawed out that much!" https://www.sundaypost.com/news/world-news/chill-out-in-the-worlds-top-10-coldest-capital-cities/
